Colonial Penetration

A value indicating how the nation has influenced a colonial region. It varies from 0 to 101. The value is strongly tied to the Colonial Status concept, but both concepts are not strictly related. For example you can declare a Protectorate if you have at least 30% CP in the capital region of a colonial area, but it is entirely possible to reach 100% CP while still being in the status 'Influenced'.

101 is a special value, that can only be reached and maintained when a region is not colonial.
