This ability kind allows elements to modify the consumption of supply and the pillaging of a region for supply.

The appliance level is usually 'Group' or 'Leader'.

These custom parameters apply:

• Param0: % change to supply consumption [ex: -25 will reduce supply consumption each turn]

• Param1: plunder coefficient [100 = normal, 50 = 50%]

(a lower value allows more supply taken without pillage)

• ListParam0: Limited to the terrain specified
