Rule Social Mode must be advanced.

Each region of the national territory of factions that are not tribal have a contentment value (a single value, not one per social class). If the value is too low, unrest can happen. if it is very high, productivity bonus can happen (There is a total of 10 possible behaviors). Contentment can be raised by providing to the population enough goods on the National Market (with the bonus side effect of earning money). Contentment is mostly lowered by Militancy.

Outside National Territory, there is no contentment value, instead there is a revolt risk. Productivity is altered by the loyalty of the region toward the occupier, mostly.
