Militancy

Each region of the national territory of factions that are not tribal have a militancy value (a single value, not one per social class). The higher the value, the faster Contentment declines (so Militancy, in itself only alters Contentment). Militancy accrues over time naturally, depending of the faction attributes of the faction in control of the region. Militancy is lowered mostly with the use of Historical Options. Having units with police values can help also reduces Militancy.
These Historical Options can either alter Militancy directly, or Contentment, or both. If they only or mostly alter Contentment, then the root of the problem, Militancy, is not fixed, but the problem will be masked for a while. This allows modders to play a mini-game of short terms / long terms reforms & laws.
Outside National Territory, there is no Militancy value, instead there is a revolt risk.
